1. To accept the proposal of the Ministry of Industry and Energy of Russia, Ministry of Economic Development of Russia, Federal Communications Agency of Russia, Federal Tariff Service of Russia and Russian Joint-Stock Company “UES of Russia” about the establishment of the seventh power generation company on the wholesale energy market, said establishment being stipulated by the Decree of the Government of the Russian Federation dated September 1, 2003 No. 1254-r (Collection of Laws of the Russian Federation, 2003, No. 36, p. 3548), as one of the hydropower companies referred to as the seventh, eighth, ninth and tenth power generation companies of the wholesale energy market in accordance with the aforesaid Decree.

2. To charge the Ministry of Industry and Energy of Russia jointly with the Ministry of Economic Development of Russia, Federal Communications Agency of Russia, Federal Tariff Service of Russia with carrying out the analysis of the activities of the seventh power generation company of the wholesale energy market within six months from the date of introduction of the Wholesale Energy Market Regulations, and with submitting the appropriate proposals to the Government of the Russian Federation according to the established procedure, if needed for the problems requiring resolution by the Government of the Russian Federation.

3. To remove the following words from the Supplement to the Decree of the Government of the Russian Federation dated September 1, 2003 No. 1254-r: “eighth power generation company”, “ninth power generation company” and “tenth power generation company”.
