December 21, 2001. The RF Government Regulation N 881 “On criteria of assigning of electric mains and electricity network objects to united national (all-Russian) networks” determined that United national (all-Russian) networks are formed out of electric mains and electricity network objects under unified operational and technological control that are strategically important for ensuring of stable supply of Russian Federation consumers with energy and functioning of wholesale energy market.

November 23, 2001. In accordance with the RF Government Regulation N 526 “On reforming of the RF energy industry” a non-commercial Partnership “Administrator of the sales system of wholesale united energy system market” was established.

November 9, 2001. UES of Russia Board of directors unanimously resolved to establish Federal Grid Company (FGC) with UES of Russia as a sole founder.

August 3, 2001. M.Kasyanov, the prime minister of the RF Government signed the Decree N 10140-p “Plan of activities of the first stage of RF energy industry reforming”. This showed the direction and specified the stages of restructuring of Russian energy industry.

July 11, 2001. M.Kasyanov, the prime minister of the RF Government signed the Regulation N 526 “On reforming of the RF energy industry”. This gave a start to large-scale structural reform of Russian energy industry.
