As of December 31, 2004.
“5-15” market results. 128 participants joined the system, out of which 54 independent members. 94 entities took part in trading.
The restructuring process has begun in 52 AO-energos.
62 AO-energos have transferred their dispatching function to RDU – regional agencies of OAO “SO CDU”
State registration completed by 161 repairs companies (including 40 grid repairs companies).
51 AO-energos agreed on the list of grids assets with OAO “FGC” and MES, that is attributed to the UNTS, infrastructural units (providing its repairs service), the means of dispatching technological control, that are to be transferred into ITC.
December 29, 2004. OAO "Federal Hydro generating company" was registered with the Inspectorate of the Russian Ministry of Taxes and Levies Zheleznadorozhniy district for Krasnoyarsk Region.
December 24, 2004. RAO "UES of Russia" Board of Directors approved formation of Federal Hydro generating company by establishing it as 100% UES subsidiary. Board of Directors of RAO "UES of Russia" unanimously approved participation of RAO "UES of Russia" in OAO "WGC-1", OAO "WGC-2" and OAO "WGC-6" by establishing them as 100% UES subsidiaries and approved formation of OAO "TGC-5" under the rent scheme, as 100% UES subsidiary.
December 24, 2004. The Government of RF on the special meeting, attributed to the results and plans of the power industry restructuring, had approved the progress of the reform.
December 23, 2004. OAO “North-West Interregional Distribution Company” was registered with the Interdistrict Inspectorate of the Ministry of Taxes and Levies of Russia ¹15, St. Petersburg.
December 17, 2004. OAO “Center and North Caucasus Interregional Distribution Company” was registered with the Interregional Inspectorate No. 1 of the Russian Ministry of Taxes and Levies for Tver Region.
December 9, 2004. OAO "Territorial Generation Company No. 9" (OAO "TGC-9") was registered with the Inspectorate of the Ministry of Taxes and Levies of Russia in the city of Perm, Sverdlovsk Region.
December 7, 2004. OAO "Territorial Generation Company No. 14" (OAO "TGC-14") was registered with the Inspectorate of the Ministry of Taxes and Levies of Russia for Ingodinsky administrative district of the city of Chita.
November 26, 2004. Board of Directors of RAO "UES of Russia" unanimously approved participation of RAO "UES of Russia" in OAO "WGC-4", by establishing it as 100% UES subsidiary and approved formation of OAO "TGC-1" and OAO "TGC-13", under the rent scheme, as 100% UES subsidiaries.
November 24, 2004. OAO " Wholesale Generation Company 3 of the Electricity Market" ("OAO "WGC-3") has been registered with the Interdistrict Inspectorate of the Ministry of Taxes and Levies of Russia ¹2, Republic Buryatiya.
November 1, 2004. 1 year since the start up of the free sector of the electricity market. All regional energos (that are in the price zone of the market) joined the system. Even after first 4 months of trading, the system has become one of the 10 largest specialist-trading platforms, by the trading volume. After the first year of trading, it was ranked as 9th largest in the world and 5th in Europe.
October 29, 2004. OAO " Wholesale Generation Company 5 of the Electricity Market:("OAO "WGC-5") has been registered with the Inspectorate of the Ministry of Taxes and Levies of Russia in the city of Ekaterinburg, Sverdlovsk Region.
October 29, 2004. Board of Directors of RAO "UES of Russia" approved formation of OAO "TGC-8" and OAO "TGC-10", under the rent scheme, as 100% UES subsidiaries.
October 25, 2004. The Government signed the Decree ¹1367-r, on formation of single hydro-WGC ¹ 7. The single hydro-WGC ¹ 7 will be created on the basis of current units of hydropower industry that related to the composition of OAO «WGC-7» "WGC-8", "WGC-9", "WGC-10".
October 1, 2004. RAO "UES of Russia" Board of Directors approved formation of second in a row wholesale generating company (WGC-3) that is based on thermal generation, and also the formation of four interregional distribution companies (IDC) as 100% daughter enterprises of RAO "UES of Russia".
September 3, 2004. Board of Directors of RAO "UES of Russia" unanimously approved participation of RAO "UES of Russia" in OAO "WGC-5", OAO "TGC-9" and OAO "TGC-14" by establishing them as 100% UES subsidiaries.
July 17, 2004.The Government signed the Decree ¹966-r, approving of plan of Actions for Restructuring the Electric Power Industry for 2004-2005.
June 25, 2004. The Board of Directors of UES of Russia has defined 18 AO-energo, which may be restructured unlike the basic method:

Energy systems with limited competition:

June 28, 2004. UES of Russia and Enel ESN Energo consortium concluded General Covenant and Agreement on North-West HPP management. North-West HPP management Agreement is the ever first in the history of Russian energy industry agreement on management of national energy enterprise with participation of a consortium including leading international energy company.
March 19, 2004. OAO “FGC” and OAO RAO “UES of Russia” issued a mutual decree ¹155/236 “on the initialization of the transferring process of the transmission assets to the ITC.
April 23, 2004. UES of Russia Board of directors approved of configuration of 14 FGC, established on the basis of AO-energo generative capacities.
April 23, 2004. UES of Russia Board of Directors approved of the expediency of IDC shares transfer to OAO “Federal Grid company UES” for the transition period and providing it with stock rights after indicated shares are declared UES of Russia property.
April 23, 2004. UES of Russia approved of the following IDC configuration:
- IDC 1 in Center UES and North Caucuses UES
- IDC 2 in North-West UES
- IDC 3 in Urals UES and Middle Volga UES
- IDC 4 in Siberia UES
- Resolution on establishment on IDC 5 at the Far East will be discussed in the context of resolutions on regional AO-energo reforming.
March 3, 2004. OAO “ Belgorodenergo” has held the first ever auction where 100% of shares of affiliated company (OAO “Belgorodremont”) were sold. The winner of the auction OOO is “Ektostroy” (Moscow).
February 2004. UES of Russia and “FGC” has found 7 interregional transmission companies (ITC):
